Melvin is a police officer with a difference.
He moonlights as a stand-up comedian, but in order to preserve his police job, he wears a paper bag over his head and bills himself as 'The Unknown Comic'. Things take a turn for the worse when Melvin, in the first flush of showbiz success, is assigned to the Night Patrol where his task is to capture the Bagman, a thief who robs bars - with a paper bag over his head!
