In the first of a three-part story, a Bajoran fundamentalist group, The Circle, is subversively trying to oust the weakening provisional government. A strong leader is needed to unite the people and Major Kira believes she knows of the ideal man to meet the challenge. But first, he must be rescued from a secret Cardassian prison camp.

In the second part of the story, Major Kira is relieved of her positon on Deep Space Nine, Martial law is declared on Bajor and, as the threat from The Circle grows an all - out war threatens the station, Starfleet instructs Sisko to evacuate even though he holds vital evidence about the sinister forces in the coup d'etat.
