Lieutenant Web Smith (Wesley Snipes), a liaison officer with the Los Angeles Police Department, is called to investigate the murder of a young woman in the boardroom of a Japanese corporation.

A mysterious phone call puts him in touch with a strange, shadowy figure - Detective John Connor (Sean Connery), who is rumoured to be under the influence of the Japanese. Web recognises Connor as a man of great power.
