For several years, a series of kidnappings and murders have plagued the town of Santa Luisa. The victims have all been young girls under the age of 11, all with blonde hair. Despite the efforts of the police, the killer has escaped detection - until now. The police find a suspect in Frank Staplin (Mike Farrell), a successful, likeable 38-year-old business-man. Circumstantial evidence, coincidence and hasty assumptions seem to prove that he is the killer. His personal and professional life is ruined until a TV reporter (Teri Garr) convinced of his innocence, joins with Staplin in his agonizing struggle to clear his name.
